By-Laws

SECTION I – ADMINISTRATION & MANAGEMENT

 

The administration and management of the affairs of Florida State Referees, Inc., hereinafter referred to as FSR, shall be the responsibility of the State Referee Administrator who shall serve as its Chief Executive Officer.

 

The State Referee Administrator shall have all of the necessary and required power and authority to appoint the officers of FSR and any Committees necessary for the purpose of referee development in the State of Florida. In addition, the State Referee Administrator shall have the power and authority to retain any independent consultant and negotiate any contract or agreement binding on FSR.

 

SECTION II – APPOINTMENT AND DUTIES OF OFFICERS

 

1. STATE REFEREE ADMINISTRATOR (SRA)

 

The Adult and Youth State Associations within the State of Florida shall jointly appoint the State Referee Administrator. If these two Associations can not agree on an individual for this joint appointment, then a mutually acceptable nominee will be selected by the National Referee Committee and the United States Soccer Federation (Federation) Board of Directors. The SRA shall be appointed for a specified two (2) year term and may be reappointed. An interim SRA may be appointed, using these procedures, to fill a vacancy arising during the specified two (2) year term. The State Referee Administrator may be a member of the Board or Executive Committee, but shall not be the President or Chief Officer of either State Association.

 

The SRA shall possess administrative ability, knowledge of the Laws of the Game, ability to implement and communicate policies affecting Federation registered referees within the State of Florida. The primary duty of the SRA is to carry out the mission of the National Referee Development Program within the State of Florida. The SRA shall also serve as the liaison between the National Referee Committee and the two State Associations.

 

2. STATE YOUTH REFEREE ADMINISTRATOR (SYRA)

 

The Youth State Association may, with the advice of the State Referee Administrator,   appoint a State Youth Referee Administrator. The primary duty of the SYRA is the development of youth referees.

 

3. STATE DIRECTOR OF REFEREE INSTRUCTION (SDI)

 

The SRA shall appoint the SDI who serves at the pleasure of the SRA. The SDI is responsible for the development and presentation of all Federation required training for referees to include initial training courses and annual in service training for both recertification and upgrade. The SDI will manage the recruitment, training, and advancement of Federation registered instructors within the State of Florida. The SDI will implement instructional programs mandated by the U.S. Soccer Manager of Referee Development and Education. The SDI together with the SDA and SAC will coordinate the qualification and assignment of instructors to courses of instruction for Assignors and Assessors. The SDI will be the official within the State of Florida to provide final interpretations concerning the Laws of the Game.

 

The SDI must be currently registered as a State Instructor or higher grade with the Federation and may not hold any other elected or appointed position while serving as SDI. The SRA may remove the SDI for just cause at any time.

 

 

4. STATE DIRECTOR OF REFEREE ASSESSMENT (SDA)

 

The SRA shall appoint the SDA who serves at the pleasure of the SRA. The SDA is responsible for the implementation of the National Assessment Program within the State of Florida. The SDA will act as liaison between the State and the National Director of Assessment. The SDA is responsible for the recruitment, training, and advancement of Federation registered assessors within the State of Florida.

 

The SDA must be currently registered as a State Assessor or higher grade with the Federation and may not hold any other elected or appointed position while serving as SDA. The SRA may remove the SDA for just cause at any time.

 

 

5. STATE ASSIGNOR COORDINATOR (SAC)

 

The SRA shall appoint the SAC who serves at the pleasure of the SRA. The SAC shall be responsible for the coordination of referee assignments among the registered assignors within the State of Florida. The SAC shall not assign games nor have the authority to reassign referees.

 

The SAC must be currently registered as an Assignor, possess sound administrative abilities and be able to effectively communicate with local officials. The SAC is responsible for coordinating the recruitment, training, and registration of persons wishing to assign Federation registered referees.  The SAC may not hold any other elected or appointed position while serving as SAC. The SRA may remove the SAC for just cause at any time.

 

 

SECTION III – MEMBERSHIP

 

The membership of FSR consists of all referees, instructors, assessors and assignors residing in the State of Florida who are currently registered with the Federation through FSR.

 

 

SECTION IV – MEETINGS

 

The SRA may call meetings whenever deems it necessary. The SRA or his designee shall preside at these meetings. Meetings may be held in person or by any means the SRA considers appropriate. Roberts Rules of Order shall govern all meetings.

 

 

SECTION V – AMENDMENTS

 

These By-Laws may be amended as the SRA deems it necessary in order to conform with the purpose and mission of the Federation.
