FYSA tournament and travel policies for referees coming
in from out of state.
Problem: There are referees coming from out of state to Florida to referee in tournaments, without a current USSF registration card and
having permission from their home state (SRA or SYRA) to travel.
Policy:
FYSA Rule 404.1
Effective January 1, 2003 any referee officiating any FYSA sanctioned match
must be registered with FYSA. This is in addition to and not a
replacement for referee registration and or re-certification with USSF through
Florida State Referees ("FSR"). FYSA shall establish procedures
and policies as to registration of referees who desire to officiate FYSA
sanctioned matches
Guest referees, out of state or international, traveling with proper
permission, may be granted a limited exemption. This limited exemption
shall be approved by FYSA in writing and will only be granted for a specific
event, such as a tournament. The tournament may request exemption for
guest referee(s) by application to FYSA's Referee Committee not less than
thirty (30) days prior to the event. This exemption is not intended for
league play and shall be for a limited term.
"Traveling with proper permission" means they must have permission
form their home state SRA or SYRA with a current year USSF registration card.
(A copy of a photo ID is only helpful for you to identify the referee)
Methods: For those of you who have never had the referees get
permission from their state there are a number of ways you can do it.
1. Develop a form that each referee coming from out of state must fill out
which contains permission from their SRA or SYRA, comfort level and if they are
associated with any team in the tournament.
2. Have the referee send you a letter from their SRA or SYRA giving them
permission to travel and verifying referee grade with a copy of their current
registration card.
