Chain Of Command

Duties

–Responsible for referee Grades 07 and higher

–Appoint the District Referee Administrator DRA

–Recommend ACRA with FYSA VP approval to the SCRA

–Maintain current Area list of referees

–Annual State referee re-certifications

–Satisfy all USSF requirements

–Collect properly filled out registration of Grade 07 and higher

–Send in registration timely with transmittal form with roster

–Assist all referees with their upgrade requests

Administrative Responsibilities

 

·        Posting of courses on line

–                      All courses must be posted by the proper administrator to the FSR website.

–                      Course rosters

–                      The FSR website provides an electronic course roster and one must be completed for each course.

–                      Testing and test summary

–                      Each course administered by FSR requires testing on the Laws of the Game. Students failing to meet the minimum scores prescribed by USSF must wait for a retest per USSF policy. Upon completion of each Grade 8 (18 hour) referee course, the assigned instructor will collect all test answer sheets and ensure that a test summary form (Attachment 1) is completed. The test summary and all the answer sheets must be submitted with the instructor’s reimbursement request.

–                      Course curriculum

–                      Each course sponsored by FSR will have a prescribed curriculum or agenda approved by the SDI. Suggestions for topics to be included in a particular course are welcomed from the SDA, SCRA, ARAs, ADIs, or ADAs. Once published there will be no deviation from the standard curriculum without the prior approval of the SDI.

–                      Course Equipment

–                      FSR computer and projection equipment to be used in training courses. The equipment, where acquired and distributed, it will be in the custody of DRAs who must bring the equipment to each training course for use by the assigned instructor. Upon completion of the course, the instructor will return the equipment to the custody of the DRA.

 

Course General Information

 

–                      Duration See the FSR website for specifics.

–                      Course schedules

–                      Courses must be scheduled to meet the minimum time periods specified by USSF. Any combination of days or times is acceptable provided the minimum time period is met. It is recommended that the Grade 8 (18 hour) course not be offered over a period of time greater than two weeks.

–                      Minimum/maximum class size

–                      Entry - level referee courses are required to have a minimum of 10 students and a maximum of 30 students. Florida State Referees will conduct an entry – level referee course with between 7 and 10 students provided the course fees representing the required minimum number of 10 are received. The SRA can approve entry-level referee courses with less than ten participants in unusual circumstances (distance from other clubs/leagues; size of club/league; current load on instructional staff, etc.).  Entry-level recertification courses should be scheduled based on the referee population to be served and shall be of a practical number of students (10 – 50 is recommended). Advanced recertification courses will be limited to a maximum of 60 students. The required minimum number of students for specialized courses is 10 but the SRA may approve a lesser number.

–                      Minimum Age of Participants

–                      The Federation has no minimum age for grade 8 or grade 9 Recreational referee courses and neither will FSR. FSR’s experience indicates that students who have attained age 13 have much greater success completing the Grade 08 (18 hour) referee course.

 

ENTRY LEVEL REFEREE COURSES

 

–                      This is the recommended procedures for an entry level referee course, but may not be suitable for all district or all circumstances.

 

–                      Class sponsors should contact District Referee Administrator with a written request to have an entry level course.  This request should contain the dates, times, locations and number of students.  If the DRA approves the course, he then pastes the course on the web. The ADI who will appoint an instructor (s) to teach the course.

 

–                      District Referee Administrators responsibilities - Entry Level Course:

 

Request New or Re-Cert Course Requirements

 

a.       Request course approximately 6 weeks in advance 

b.      Number of Students: (10 minimum / 30 maximum)

c.       Course - fee $60 per student or $600 minimum, (10 students)

d.      All check must be made out to FSR and mailed within 48 hours of the first day/night of the class.

e.       After completing the course and passing the exam, Student Social Security Number is required.

f.        Sponsoring Organization must provide adult supervision for entire course

g.       Adult Supervision – course host must provide an adult monitor for every session of the course.  This adult will chaperone the minor age students and monitor the classroom and facility while students are on site.  The adult should arrive 30 minutes prior to the course start time and remain on the site until all minor age students have been picked up by their rides.

h.       Sponsoring Organization must provide adequate teaching facility

 

Any alteration from this policy MUST have prior approval of the SRA.

–                      Locations - in order to provide adequate training, the site location must have ample room, sufficient light, classroom setup, and if possible, AV equipment and/or AV equipment support (outlets, screen, wipe boards, etc.). 

–                      DRAs should visit the site before approving the course.

–                      Obtain course supplies - each new student is to receive:

–                      Laws of the Game, Referee Administrative Handbook, and Guide to Procedures for Referees, Assistant Referees, and Fourth Officials. 

–                      They also will be given a badge on successfully completing the course and registering. Additional course supplies consist of course rosters, income transmittal forms, expense reimbursement forms, entry level test, test answer sheets, test key and blank registrations.

–                      ALL supplies should be ordered from FSR two (2) weeks prior to the first course session.  The course number must be placed on all forms. 

–                      The course number is derived as follows district, course #, month, year. [Example: district C4, course #3 (3rd course in fiscal year) April, 2004 = C4-03-0404].

–                      Attend first session to register students for course (Course Roster) and collect registration fees ($60/student). Entry level courses are required to have a MINIMUM of ten (10) students or a MINIMUM total fee of $600.00 if the sponsor wishes to have a course for less than the minimum number of students, then the sponsor must make up the difference to meet minimum course fee ($600).  Any deviation from these standard numbers and fees MUST have prior approval by SRA.  The roster together with fees are sent to the FSR office immediately.

–                      Attend last session to administer entry-level test, grade test, and register those that pass.

–                      Passing grade is 75% on current entry-level test.  Registration fees are collected and mailed with completed registration income transmittal to FSR office.

–                      Students failing to obtain 75% on the test may not register.  They may not retest for 30 days per the Referee Administrative Handbook.
