Referee recruitment:

 

There are many ways that we can recruit referees to fill all those games we have.

 

  1. Post an ad on the clubs web site, newsletter, or at the clubhouse.
  2. The club could pay for the referee clinic and/or uniforms in return, the referee would commit to doing so many games for the club free.
  3. Post an ad in the local newspaper, college newspaper or bulletin board, high school newspaper or have it announced at the morning announcements.
  4. For a team to be formed at the U12 or above the club makes it a requirement that each team must have at least one referee working at the club; this could be a parent or player.
  5. At the U8 and U10 levels each team must provide one volunteer to act as club linesman at each game.

 

Referee Registration/Recertification:

 

Although it is not the assignor’s responsibility to make sure all the referees get registered, it makes it a lot easier if all their registrations are up to date when the new year starts, so the assignor can start using them right away. The assignors should be pro-active in getting the referees they use to get re-certified early.

 

  1. If you communicate with the referees by e-mail send them a number of e-mail reminders.
  2. If you normally phone the referees, call to remind them.
  3. Post the recertification notice on the club web site, newsletter, or at the clubhouse.
  4. Do not use referees who are not currently registered!
  5. Names must show up on FSR web site and for youth games the referees’ names must show up on the FYSA web site.
  6. It takes an average of 3 to 5 weeks after the recertification clinic for the names to show up on the FYSA web site.
  7. Too be sure the referee is ready to referee (paperwork wise) on the first of January, the referee must complete all the recertification requirements by the end of November.

Any NEW referee that registers after June 30th will be registered for the following year, but may start refereeing as soon as their name show up on the FSR & FYSA web page after the 1st of September.

Also, Referees are registered annually, for the period January 1 to December 30. Current year Referee, Assignor, Instructor, and Assessor registration forms are accepted by the National Office from September 01 of the previous year to June 30 of the current year (10 months). Referees who did not have the opportunity to re-register during the prescribed current year registration period may register for the following year without penalty. (e.g. A referee last registered in 2002 may take a 2004 re-certification course in August 2003 without having to pay a 2003 registration fee.) HOWEVER, re-certifying referees who wait until after June 30 to re-register should not be added to assignment lists until the following January 1st.

 

FYSA referee policies:

 

404.1         Effective January 1, 2003 any referee officiating any FYSA sanctioned match must be registered with FYSA.  This is in addition to and not a replacement for referee registration and or re-certification with USSF through Florida State Referees (“FSR”).  FYSA shall establish procedures and policies as to registration of referees who desire to officiate FYSA sanctioned matches

 

Guest referees, out of state or international, traveling with proper permission, may be granted a limited exemption.  This limited exemption shall be approved by FYSA in writing and will only be granted for a specific event, such as a tournament.  The tournament may request exemption for guest referee(s) by application to FYSA’s Referee Committee not less than thirty (30) days prior to the event.  This exemption is not intended for league play and shall be for a limited term. 

 

404.2         It shall be the responsibility of every referee to insure that he/she is currently registered with FYSA prior to accepting any game assignment for any match under the sanction of FYSA

 

404.3         FYSA will conduct background checks thru the Florida Department or Law Enforcement, or any other agency it deems appropriate, for any registering referee eighteen (18) years of age or older. This background check shall be repeated every three (3) years or earlier if deemed appropriate by FYSA. 

 

404.4         Referees, at their choice, may register with FYSA for either one (1), two (2) or three (3) years.  Registrations shall be for calendar years.  (January 1 through December 31). The fee for registration shall be set by FYSA’s BOD at its annual meeting, subject to approval of the affiliates.  The registration fee, if changed, will be effective upon approval but may not be retroactively applied to previous registrations.  FYSA will begin to accept registration for the following calendar year beginning August lst. 

 

404.5         Upon registration the referee will be issued an FYSA Referee Pass.  The referee must attach a current picture and laminate this pass in order for the registration to be complete.

404.6         The referee must upon request of any team or administrator present this pass in order to officiate any FYSA sanctioned match beginning on or after January 1, 2003.  The referee must also upon request furnish evidence of current referee certification with USSF by presenting either current year’s badge, registration card, or other evidence from FSR or USSF as to current registration.

404.7         Any referee/administrator employed by an FYSA affiliate agrees to be bound by the FYSA Code of Ethics as well as and in addition to the Code of Ethics of FSR and USSF.  Failure to comply may result in the revocation, subject to due process of FYSA and USSF, of the referee/administrator’s privilege to referee or administered FYSA sanctioned event/matches.

404.9    A referee shall NOT be permitted to officiate any FYSA sanctioned match during the term of any suspension imposed by FYSA.  This shall included but not be limited to “red card suspensions.”

 

 

Out of State referees living in Florida for extended time:

 

  1. The referee must fill out a new registration form and send it with $20.00 to the DRA or ARA to referee youth games.
  2. Extended stay referees cannot be used for youth games, even at tournaments, unless their name shows up on the FYSA web site.
  3. A referee that fills out a registration form and sends it to the DRA (no fee) with verification of their current registration in another state can be used on Amateur games. 

 

 

Assigning referees:

 

  1. Under normal conditions the assignor should give the highest-level referee in their area first refusal on all games they assign. This does not mean if you are assigning a number of games in one day that you must assign the highest-level referee to all the games, but to the highest-level game that day.
  2. National and State level referees go unassigned because the assignor thinks the youth games they assign are beneath the State and National referees. I have had reports that referees get fewer assignments when they become Nationals because of the before mentioned. The Nationals and State referees attend extra training and pay more to register and for their efforts they should be rewarded not denied assignments.
  3. All National, State, and grade seven referees in an assignor’s area must be given an opportunity to referee the assignor’s Amateur games, before a grade eight level referee (qualified an age appropriate) is assigned. Only assign qualified emeritus referees if all other qualified referees are unavailable.
  4. Do not allow two-referee system to be used.

 

 

Reporting Requirements:

 

  1. Assignor must report all assignments to the Area Coordinator of Assignment.
  2. This will be used to:

·          Verify game count when the referee recertifies or up-grades.

·          Verifies proper assigning protocols are being used.

·          Highlights areas such as; the need for entry-level referee course, the need to encourage referees to up-grade, and identifies the most committed referees for use in State Cup level.

  1. These reports can be made electronically or in writing.
  2. Reports must be monthly.

 

Ethical concerns:

 

  1. Assignor’s who violate the code of ethics can have their certification removed after a proper hearing on the facts in the case.
  2. It is unethical to threaten a referee with not being assigned in the future if they do not take a particular assignment.
  3. It is unethical to threaten a referee with not being assigned in the future if they accept assignments from another assignor.
  4. It is unethical to assign a referee to a game in which the assignor has a personal interest in the outcome of the game. (Games such as National, State or Regional Cup qualifying games, also games in which the outcome will affect the standing of the team in club or league play.)
